Abstract/Summary:
The Electoral College system is a unique election system applied by UnitedStates to elect its head of the government. This system is closely connected with theUS’s presidential system and federal system. The framers had a fear for the populousdemocracy. Therefore, they created an organization which was supposed to bequalified to choose the best man to be the president. However, during the American’spolitical history, the rule of the Electoral College was not played as anticipated bythe framers. It was manipulated by the political parties and the states. Thewinner-take-all system which will award all the state’s electoral votes to thecandidate who wins the state’s popular votes and the popular vote system have beenwidely used by the states since1832, except two states Maine and Nebraska whichapply the congressional district system. The shortcoming of the currentwinner-takes-all system is that it would elect a minority president, which is not inaccordance with modern democracy. Besides, the value of the citizens’ vote indifferent states is not equal under the EC. Electoral College system has been widelycriticized by its opponents and there’s a strong will to reform or directly abolish itduring the intellectuals, politicians and citizens. This paper will evaluate theelectoral system by the substantial political values, such as democracy, equality, andfederalism. Meanwhile the author will explore several important amendments whichis aimed to reform the electoral system.
