In recent years, with the development of socialist market economy and the deepening of China’s opening-up policy, especially with the access of our country into world trade organization successfully, our country drew a huge influx of foreigners who came to invest. On one hand, it promotes the prosperity and development of China’s economy; on the other hand, there are more and more foreigners’illegal and criminal activities, foreigners’violation case in China. It is so called there are no small things for foreign affairs. As an "Invisible Border" for the Exit and Entry Administration, the fast and great quantities of the exit and entry put forward the severe trial to the police of the Exit and Entry Administration, also put pressure on them. Compared with other industries’language, interpretation in the exit and entry reception is very professional and with particularity, so it can not be underestimated. With superior geographical location, abundant resources and preferential policies, Zhengzhou attracts a large number of foreigners to invest, settle, work, travel and study here, and it stands out in many capital first-tier cities. Therefore, the basic task of this report contains two main contents, the process of all kinds of business on the foreigner affairs management of the Exit and Entry Administration of Zhengzhou Public Security Bureau and the typical case records in foreign-related cases. With functional equivalence theory and skopostheory as theoretical basis, combined with the problem in translation, then summarizes some regular interpretation skills and conclusions. With two years’ working experience in the Division of the Exit and Entry Administration, the author found that when the public security bureau began to deal with records of questioning/inquiring of the typical foreign-related cases, they need to employ an interpreter from the translation company, school or other places to do these dialogue translations every time. Because the public security bureau only has Chinese version of fixed query format, but they don’t have English version and other small language versions. At the same time, because the external translators are not standardized of technical terminology in the process of interpreting and lack of necessary professional knowledge. Thus, bringing inconvenience to the inquiry work. The author hopes to provide a template for business acceptance at the front desk and handling the foreign-related cases through the study of personal version. Providing constructive reference for the similar version in other areas, and do some contribution for the exit and entry administration work, so that to protect our country well, safeguard our national security and fulfill the sacred duty of "the Guardian of the country".The translation project report is mainly divided into five parts:Part One focuses on the background and significance of the project and the structure of the report. Part Two focuses on the source text, main contents and text features. Part Three introduces the guiding theory—the application for functional equivalence theory and skopostheory in translation of foreigner affairs management of the Exit and Entry Administration. Part Four discusses the difficult points in the translation process, and then provides the translation strategies with the help of the guiding theory, including the translation of professional words, fixed sentences, dialogue and record of question. P art Five concludes with the gains and shortcomings in the translation project. Among all these five parts, the key part goes to Part Four.
