This thesis is a practice report on the C-E translation of Implementation Opinions on Building China History and Civilization Inheritance and Innovation Zone, which is one of the significant documents on the construction of China Economic Zone released by Henan provincial department of culture. By now, its English translation hasn’t been found, so it’s the first English version. To set a sprat to catch a mackerel, this project aims to direct the attention of specialists and scholars to translation related to the construction of China Economic Zone to fill the gaps in this field. As an official political document, it is characterized by its graveness, rigidity, conciseness and preciseness in diction and frequent use of long sentences in syntax.As a media and bridge of foreign publicity, the English translation of political documents is a major channel, through which the foreigners can be informed of the situation of China, our policies, guidelines, systems and political stance. Katharina Reiss, one of the important representatives of German Functionalism, established text typology on the belief that text type determines translation strategy, and divided texts into informative, expressive and operative ones. The selected text is a typical informative text, featuring by its plain and clear language as well as the target of delivering information. When translating, the three principles of foreign publicity proposed by Mr. Huang Youyi, namely,"translation should present the reality of China’s development, meet the foreigners’ demand for information about China and conform to the thought pattern of foreign readers", must be observed. This report consists of four parts. The first part includes the background, target, significance and framework of the report; the second part is a description of the translation process, involving preparation before translation, theoretical support and analysis of original text; the third part, which is the most important component of the report, covers the difficulties in the translation project on the level of lexical, syntax and text respectively; In the fourth part, the writer summarizes the experiences and lessons she has derived from this translation project.
