Based on the study of the key technology of law enforcement and supervisionsystem in the land about geographic grid, this paper analyzes the multi-level grid andseamless fine management thoughts about Law enforcement supervision responsibilityto the human, designs and builds law enforcement inspection system of land based ongeographic grid. Law enforcement supervision to explore new model has importantreference meaning. This paper discusses the content as follows:Firstly it analyzes the key technology of geographic grid and law enforcementinspection system construction of land, including grid division and geocoding technique,data organization and management technique,3G wireless network and videotransmission technique. Then it puts forward the method of grid division and encodingrules from law enforcement inspection system of land, realizes the seamless finedivision of land enforcement, solves the organization scheduling of massive data,achieves the dynamic mobile positioning of law enforcement supervision, wirelessnetwork security transfer and information sharing.Secondly on the system architecture and grid management process are the overalldesigned, and the further designs the database system and every subsystem functionalmodules, preliminary establishes an law enforcement and supervision prototype systemof Land based on geographic grid, explores the grid management as the core concept,sets the new model of law enforcement and supervision of land including informationtechnology and advanced the GPS handset, PDA, video surveillance mobile terminaldevice as one.Finally, take the grid for land monitoring and management system of Jiaxing urbanas an example to make an application test, which is proved to be useful.
