The city of Benxi is rich in cultural resources and cultural heritage, in the new period of the country to develop cultural soft power, to promote the greater development and prosperity of socialist culture, the development of cultural industry in Benxi city will be imperative. However, the development of cultural industry related to the political, economic, cultural, social and other fields, it is necessary for the government in the development of cultural industry to give full play to its due functions. But because of the formation of the long-term development pattern of heavy industry, it makes the city of Benxi of culture industrial development foundation conditions relatively weak, and in the actual process of the development of cultural industry, the government functions of Benxi City in different degrees exists a series of problems, which seriously restrict the cultural industry development in Benxi City. The development of cultural industry is nowadays a new subject which is placed in the front of the government of Benxi City, but also the new situation put forwards a new challenge to the government that how to fully play the functions.Based on these, in this article the function of government in the city of Benxi of culture industry development will be as the research object. By using the methods of literature research and comparative research, as well as under the theoretical guidance of the Public Choice Theory and Public Service Theory.Firstly, combined with the specific condition of the city f Benxi, use SWOT analysis framework to analyze the cultural industry in the advantages, weaknesses, opportunities and threats aspects, and elaborate the requisite functions of the government on the development of cultural industry. Secondly, on the basis of analyzing existing problems of the functions of the government, analyze their causes in cultural industry development for Benxi City. Thirdly, through the comparative analysis in the cultural industry development of foreign developed country government in function, sum up their beneficial experience, and on this basis, in order to improve the function of government in the city of Benxi of culture industry development, try to put forward a complete reform system, abandon the government planned economy management philosophy, scientifically define the government accountability boundary and correct the government self-interest misunderstanding countermeasures.
