As the most promising sunrise industry in the twenty-first Century,culture industry has become a more and more important factor ofcomprehensive national strength competition. But the cultural industrystarted late in China, and is in the transition from planned economy tomarket economy, on one hand is restricted by the planned economicsystem, but also influenced by the market failure on the other hand, thecultural industry developed slowly in china. Although the localgovernment has enabled the relevant policies in culture industry, but thereal focus shifted to the policy, there is a progressive process.
