Research On Issues And Countermeasures Of Liaoning’s Animation Industry

With the increasing development of international economy, cultural and creative industry, as a new rising industry, has been widely emphasized all over the world.In recent years, Animation industry, as its core, becomes an instant hit in China. To achieve the transformation of the old industrial base in Northeast China, it is very crucial to develop cultural industry. There are two national industrial bases in Liaoning Province, Dalian and Shenyang. Animation industry in Liaoning Province has increased quickly in its funds, policy supporting or construction of industrial bases and so on. However, so many problems have been exposed during its development.This thesis studies the policy of animation industry in Liaoning Province from the level of government administration. Compared with foreign countries and domestic regions, such as United States, Japan, Korean, Beijing and Shanghai, on the reality of Liaoning Province, the thesis comes up with some practical strategies for the development of animation industry in Liaoning Province.The whole thesis consists of five parts. Chapter one is the beginning, in which it illustrates the research background briefly based on the comparison of the foreign and domestic cartoon industry research and its policy; chapter two illustrates animation industry and its basic theory, which lays the theoretical basis for the following contents; chapter three analyses the current animation situation and its problem in Liaoning Province. It starts from four aspects, policies and funds supporting, construction of industrial bases, original works and talents; during this process, the author digs out the problems emerged from the animation industry in Liaoning Province and analyzes its causes; chapter four, built on the research of chapter three, puts forward some strategies, such as to widen the ranges of audience, innovate, improve industry chain, change the government’s duty, focus on talents training, improve financial management and open up investment and financial channels. Through these methods, it explores new modes which are proper to the development of animation industry in Liaoning Province. The last chapter is a conclusion and summary to the whole thesis. The theme of this thesis is to provide suitable and valuable references and supports to the future animation development in Liaoning Province from the levels of government administration.
