New Records For The Xining Prefecture And Study On The Management And Plan Of Qinghai Province During The Early Qing

Qinghai has been an area where Han and Mongolian, Tibetan and other ethnic minorities staggered mixedand also an area of strategic importance where Central Plains manange and plan Northwestern.Since the founding of the Qing dynasty,rulers become aware that they must rule the border peoples effectively so as to achieve the real reunification and long-term peace and stability of the country.Qing dynasty normalized the system of Qinghai through a series of effective measures such as mind control,counter-insurgency on the military, political and economic management, as well as public services building.Finally.the sovereignty of Qinghai was grasped firmly in their hands.New records for the Xining Prefecture, famous record with complete styles and innovative contents,was completed inthe reign of Emperor Qianlong. It was a flourishing age with an atmosphere of "peace and normalcy".Yang Yingju,the author of the new record,reflected the management and plan of Qinghai by early kingdoms.Qinghai entry in Wubei record,part of the book,recorded the crushes of the rebellions in early Qing in detail while Jianzhi entry recorded the administrative planning of Qinghai in the reign of Emperor Qianlong.lt is obviously a summary of the mannagement and plan of Qinghai province since the founding of the Qing dynasty.Through the exploration and study of historiacl materails of New record for xining prefecture along with other significant historiacl materails of qinghai in early Qing dynasty,this article proposes to make a systematical summary of the management and plan of Qinghai by early Qing dynasty in all aspect.This article hope to highlight the historical status of New record for Xining Prefecture and at the same time to show the magnificent picture of the management and plan of Qinghai by the early Qing Dynasty.
