A large animal tribute center by the name of the Office of Puzri-Dagan, which is nowthe Drehem site in Iraq, was built by the second term king ulgi of Ur III dynasty at his38thyear’s dominance. In the period of Ur III dynasty, the center royal family and court officials,the governors and nobles of the cities needed an office to manage their animal sacrifices,which were frequently offered to the deities. The palace and the officials of the royal court aswell as the soldiers also needed a large number of domestic animals as food. The receivingand withdrawals of the large amount of animals required the special accounting office. It wasa famous animal manageable center in ancient Mesopotamia, and it also occupied a veryimportant place in the economy of Ur III dynasty.The center took charge of the animals of royal chiefly, and also managed the animals thatgoverners of provinces sacrificed to gods of Nippur and other gods, we call it bala. This papersummarizes the content and current situation of Bala and reconstructs and researches thedocuments of Kamu, Beli-azu and Lu-saga who were the officials manage the livestock ofBala. The200texts of the archives of Kamu, Beli-azu and Lu-saga are presented by us in thispart. The texts of the archive of them are listed according to the chronological order, andpresented in three languages:1) Sumerian transliterations,2) English translations, and3)Chinese translations. Depending above works, we learn that the work of bala livestock ofKamu: from5thmonth of44thyear of ulgi to1stmonth of4thyear of u-sin. He left center for5years temporarily. He just in charge of Girsu the largest province; Beli-azu: from1stmonthof48thyear of ulgi to9thmonth of6thyear of u-sin. He left the center5years too; Lu-saga:from7thmonth of6thyear of Amar-sin to12thmonth of9thyear of Amar-sin. Beli-azu andLu-saga took charge more governors. As the liaisons between center and governors ofprovinces, they took over livestock from officials of center for bala, then withdrawn them togovernors. Because of Kamu, Beli-azu and Lu-saga have busy working relationship with thegeneral managers and officials of shepherd, so we can decipher the bala system of Ur IIIdynasty expressly.Through the reconstruction and analysis of the archives of Kamu, Beli-azu and Lu-saga,we can clearly see the basic work of bala system in the Tribute Animal Center, and we canlearn some specific problem deeply such as “u~lá-a” and exchange of livestock. This paperprovides primeval and trustworthy documentary testimony for the research about the specialrelationship between central goverment and provinces and the management model of tributeAnimal Center to bala. It also contributed to studying the function and struction of Sumeriancountry.
