| Such conclusion can be drawn throughout the history of rural development in China, which is to a great extent, issues concerning agriculture, countryside and farmers are caused by the flaws existed among rural economic systems construction, including land system. Rural economic system is the aggregation of rural production relationships. To adhere and perfect rural economics systems is the basic guarantee to implement agriculture and rural economic development. The rural land system is the sum of rural land relations, which is the most basic content of rural economics system. Uphold and improve the rural land system is the basic guarantee for the rapid development of the agriculture and rural economy. The rapid development of agriculture and rural economy is the key to the coordinated development of industry and agriculture, urban and rural. Therefore, the research of China’s rural land system is of great theoretical and practical significance. System construction is a phasic and tonic historical process. If we don’t study the past, we could hardly know the direction of future development. Therefore, it is quite necessary for us to do researches on the changes of rural land system ever since the foundation of new China, finding out the characteristics and reasons of each change and base on this we can sum up its historical experiences and lessons which can direct us to seek a good guidance and reference.Altogether there are four parts in this thesis:The first part is a general introduction which mainly introduces the present situation about academic researches on rural land system changes even since the foundation of new China. It also points out the theoretical space to be expanded among the present researches. Meanwhile, a general introduction of the logical architecture, the method as well as the meaning of research is also includedThe second part is mainly a systematic carding about the transformation process of rural land system ever since the foundation of new China. The discussion takes time as the longitudinal axis, while land system evolution as the horizontal axis. Three periods of land system changes are included:From1949to1952it is individual farmer land ownership system with the farmer’s household operation; From1953to1978it is collective ownership with unified cooperation while it is collective ownership with collective contract system of management ever since1978. The logical line of this thesis during the detailed discussion is based on Why, What and How. In order to make a clear, closely related, reasonable logical relations, the whole thesis offers a detailed introduction on the reasons of rural land system changes of different periods, as well as the detailed contents and process, plus the historical meanings and so on.The third part which mainly based on the second part. It gives an induction and summary on the characteristics of land system changes of different periods. With historical facts of all changes, it vividly shows the characteristics. The contents including the folowing points: The characteristics of planned, step-by-step gradual institutional change during the land reform period; The rash advance route with collective ownership and unified cooperation during the process of land system reformation; The staggered propulsion characteristics of land system changes during the new periodAs the final part of this thesis, the part mainly summarizes the historical experiences and lessons learned during the reformation process of rural land system of new China. Based on the above summary, this part provides a useful reference and lessons for the construction of new socialist countryside which make the research of this thesis of great theoretical and realistic value. During more than sixty years of rural land system reformation process, Communist Party of China has accumulated rich and valuable successful experiences and has also obtained a lot of worth-learning and profound lessons. First and foremost, innovation and reform of rural land system must be based on the local level development of rural productivity and timely reflect the inherent requirement of the development of rural productivity. Second of all, we must strengthen policy supply in rural land system changes, show the leading role of government effectively and sufficiently and provide favorable environment and atmosphere required in system changes. Last but not least, we must promote farmers’sense of identity to the changes of land system with full respect for their practical benefits. |
