| Traditional Chinese medicine services is an important part in the cause of health care, which was the magic tool for our people to prevent and cure diseases in history and in now, having a unique advantage of "easily examines inexpensively". But with economic globalization, technological progress and rapid development of modern medicine, there are being many problems such as the fading of its characteristics and advantages, the inclination of shrinking of its services and some characteristics of diagnosis and treatment techniques being at the verge of extinction. The key tasks of this study is by summarizing and analyzing the causes of restricting the practical application of traditional Chinese medicine services, to discuss the appropriate mode-financial compensation for Chinese medicine services, to promote application of traditional Chinese medicine services scientifically and standardized in order to guarantee the succession of the cause of traditional Chinese medicine services and sustainable development effectively.This study used stratified random sampling method to select Ningyang county of Shandong Provence (as underdeveloped counties), Zhangdian District (as a medium-developed district), Qingzhou City (as a medium-developed county), Rongcheng City (as a developed county) as a project of the sample counties (districts), and samples of counties (districts) for the baseline survey. Baseline survey investigated a total of four Chinese medicine hospitals of counties (districts), four People's Hospital of counties (districts),8 township hospitals, and 24 village clinics. Data collected from the survey include:the basic situation of the sample counties (districts), the basic situation of medical institutions at all levels of the sample (human, equipment, financial), the sample of medical institutions at all levels of the Project of Chinese medical services, Chinese medicine services, the cost of the project questionnaire and Chinese service staff opinion survey questionnaire.In this study, through the descriptive analysis of the status of traditional Chinese medicine services in primary health care institutions, it's found that the development of traditional Chinese medicine services in Shandong Province is not satisfactory, the problems are as following. In policy areas:inadequate investment in the national team of traditional Chinese medicine services, government of all levels put not enough emphasis on traditional Chinese medicine services; the in effluence of health insurance and hospital preparation, and other related policies; less items of medicine services ask charges and also the charges are too low. On Medical institutions:the types of traditional Chinese medicine services to carry out are not too many, the items of traditional Chinese medicine services to provide are inadequate; the lack of medicine service capacity of primary health care institutions, the turnover of traditional Chinese medicine services staff; the low economic efficiency of Chinese medicine, the lacking of enthusiasm for Chinese medicine service personnel; Primary medicine services revenue accounted for the low proportion of primary health care institutions. The emphasis and investment of managers at all levels on Chinese medicine service is not enough. The Chinese medicine services have its own problems:the lacking of inheritance and innovation of traditional Chinese medicine theory; uneven level of Chinese service providers; the fuzzy treatment of traditional Chinese medicine services and slowly efficacy. Reasons on demand-side:Chinese demand for Chinese medicine services is not high, and shows a downward trend; the value of traditional Chinese medicine services technology services has not been fully recognized.Focusing on the problems being in the development of traditional Chinese medicine services, study shows that the relevant policies should be improved, and the investment should be increased, and to support the development of traditional Chinese medicine services in primary health care institutions through appropriate financial compensation model. This study follows the principles of Scientific and feasibility of compensation in traditional Chinese medicine services to discuss the advantages and disadvantages and the feasibility of the compensation models for Chinese medicine services on pricing, on institutions, on personal staff, on Classification of cost estimation step by step. In the end, through the study process of "analysis, investigation, demonstration, validation, re-analysis and demonstration", comprehensively considering the scientific, Operability and feasibility on the basis of cost estimation and expert advices, it proposed that to separately package the serious Loss-making services such as Chinese acupuncture, Chinese massage, Non-surgical Orthopedics Manipulation class project with the loudest voices of experts, according to take a financial compensation model for the 50% of the average prices of various types of traditional Chinese medicine services charged now in Pilot areas. We discuss the corresponding system construction according to the determined compensation mode.To bring traditional Chinese medicine services into financial compensation is a brand new work which covers a wide range and is more complicated. This study identified the necessity and importance for traditional Chinese medicine services compensation, and proposed the corresponding financial compensation model. After all, this study is only a theoretical study; to enter the actual operational level there could be many unexpected problems and obstacles ahead. Therefore, I hope through this study can initiate the project to arouse the concern and attention from all works of life on traditional Chinese medicine service. Through the various analysis and arguments of expert from different levels on compensation model to further modify and improve the traditional Chinese medicine service compensation model. To bring pilot study project of financial compensation of traditional Chinese medicine services into practice as soon as possible, to study in depth seriously and make a conclusion continually so that to promote the development of traditional Chinese medicine services by providing a workable traditional Chinese financial compensation mode and implementation in the whole Provence and even the whole country. |
