Study On Government Responsibility In Control And Prevention Of Chronic Disease

Along with the rapidly development of economy, the changes of lifestyle and the acceleration of urbanization and people-aging, the morbidity of Chronic Non-Communicable Diseases (CNCD) is getting a giant increase and this problem has become a big public health thread to the commonwealth. Government shares an important role in disease prevention especially in CNCD area, and its performance would influent or to some extent, decide the overall outcome of our CNCD. According to the summary of previous papers, other countries, especially the developed nations with serious public aging problem, have already constructed a relatively mature disease control system, formed disease prevention and control system with CNCD, and clarified the responsibilities of government, professional organizations and social associations in CNCD controlling. Meanwhile, interiorly speaking, the "government leading, departments cooperating, social participation "kind of slow disease management principle has been proposed, but some situations have not changed, for instance, the government attaches limited importance to it, departments divide responsibility unclearly, the resources disposition is neither reasonable, the present situation of the social participation is low. Consequently this current condition also led to a low level of the slow disease prevention and control work in China.This paper is meant to firstly analyze the government responsibility of CNCD controlling, secondly discover the possible issues and do analysis, and thirdly afford suggestion and advice, in order to fully carry on government responsibility, optimize the CNCD strategy, integrated use of resource, and complete CNCD preventing and controlling system. This can not only provide theoretical basis for further related policy to come out, but also is helpful in defining and promoting the government CNCD responsibility.Sample data of this paper is mainly related to chronic disease control project survey data, national macro health statistics data, and the related basic public health services data. And research methods include literature research, expert interviews and comparative study etc.According to the study of nowadays chronic disease prevention and control work situation, this paper argues CNCD-concerned issues like:the role of government in CNCD strategy-making, the construction of CNCD mechanism, the implementation of policy etc. To be specific, currently there is still a lack of means in policy, legal, economy and environment fields; unclear responsibility division in CNCD work, and lack of correct positioning function of related agencies; the lack of effective co-operation between CNCD department and related agencies. Based on all those above, this paper throw suggestions on how to improve CNCD leadership-building, how to construct a comprehensive system of preventive health care, how to strengthen coordination of different departments, how to encourage the social force and individuals to participate, which would offer theoretical reference on implementation of government duty and promotion of CNCD work.
