During the first ten years in21th century, China has moved into the midterm industrialization. With the brilliant achievement of economic construction, China also paid the environment, resources, even the lives and health of laborers for the development. As a big coastal province of China, Fujian has also faced problems related to industrialization. The severe situation of occupational diseases has brought a big challenge for the government regulation. As a branch of social regulation, occupational health regulation is the institutional response to public interests. It will control the externality, reduce information asymmetry, and correct the fault preference of laborers to protect the rights of life and ecological value. Based on the analysis of new occupational disease cases from2008-2012, the incidence of occupational disease in Fujian had been primarily controlled, especially for the acute and chronic occupational poisoning. But new cases were in the centralized distribution in some groups which indicated that the regulation for the risky cities, risky industries, middle and small-sized enterprises, foreign-funded enterprises and peasant-workers was less effective. This paper discusses the problems of occupational health regulation in Fujian focusing on the regulation for the risky groups. The institution of occupational health regulation is included as well. Referring to the experience of developed countries, the study puts out some suggestions for the improvement of occupational health regulation in Fujian. The results can provide a reference for the solution of the structural contradictions during the transforming period, also for the improvement of occupational health in other provinces. The study aims at improving the occupational health environment and promoting ecology-oriented transformation of the industrial structure.
