Since1999when we have undergone the aging society,the aging population hasbeen increased at an annual average rate of3.2%per year.Shown by the lateststatistics, our population aged over60have been up to153million. About100millionpeople have already over65years old. According to an estimate, our aging populationwill be248million till2020,which will account for17.17%of the totalpopulation.Till2050,our aging population will overtake400million,which will takeup30%of the total population.Therefore,the situation is grim.The grim aging population have exert a profound impact on the economicdevelopment and life of Shanghai. The most realistic issue is the long-term care forthe disabled aging people,which has aroused a common concern, such as the roughmanagement、The lack of unified industry management specification、low specializedlevel of the service team,which can’t satisfy the increasing demand for the disabledelders.Therefore,the issue has aroused supreme concern among the government andit’s necessary and critical to establish quality assurance system of institutional careservice.Based on the related foreign literatures, comparing with and analyzing theforeign relevant experience of long term care service quality assurancesystem,combining with the status quo of Shanghai long term care service quality,Ihave put up with the quality control requirements and standards for the disabledelders’ life care services, disease nursing services, mental health care services,security services of leisure and entertainment etc.Thus I put forward thecountermeasures and suggestions for establishing the quality assurance system of theinstitutional care service for the disabled elders.
