The Construction Of Comprehensive Evaluation Index System For Three-Level Intervention Of Birth Defects In China

Objective: According to the development of the three-level intervention of birth defects in China,a scientific and reasonable comprehensive evaluation index system of three-level intervention of birth defects is explored and worked out by the systematic scientific construction process,which is in line with the actual situation of China,and provides decision-making basis for effectively guiding the three-level intervention of birth defects in China.Methods: Through the literature research method,comprehensively summarize the relevant research on the comprehensive evaluation index system of the three-level intervention of birth defects,and use the expert interview method to preliminarily formulate the framework of the alternative indicator system.The Delphi method was used to carry out two rounds of questionnaire consultation,and finally established a comprehensive evaluation index system for three-level intervention of birth defects.Determine the weight of indicators and conduct consistency check by analytic hierarchy process(AHP).Results: The positive coefficients of the two rounds of experts were 94.3% and 90.9%,respectively,and the average authoritative coefficient of experts was 0.86.After the first round of expert consultation,five indicators were deleted,three indicator names were revised,and three indicator categories were changed.After the second round of expert consultation,11 indicators were deleted.Finally,a comprehensive evaluation index system for three-level intervention of birth defects in China was constructed,including three first-level indicators,nine second-level indicators and 31 third-level indicators,and the weighting coefficients of each index were calculated.The first-level indicators and weights are project organization management(0.4934),project process evaluation(0.3108),and project intervention effect(0.1958).The consistency ratio(CR)of judgment matrices constructed in this study were all less than 0.10.Conclusions: On the basis of extensive literature review at home and abroad,a comprehensive evaluation index system of three-level intervention on birth defects is established by Delphi method and analytic hierarchy process.The selected experts are representative and authoritative,and the methods used are scientific and reasonable.The index system can reflect the whole process of the three-level intervention systematically and comprehensively,and can provide quantitative reference for the comprehensive evaluation and assessment of the three-level intervention of birth defects in China.
