The Research On The Construction Of The Rural Medical And Health Service Network In Huai’an City

Rural medical and health service network refers to a kind of health service system which considering the county-level medical and health institutions as a leader, township medical and health institutions as the center, village-level medical and health institutions as the basis. For rural residents, medical and health service plays a very important role in rural areas. It not only protects the physical health of these rural residents, but also bears the responsibilities of the rural public health work. At present, the research on the rural medical and health service network have been mainly focused on certain aspects of the human resources of rural health services, the issue of financial support, the government responsibility and the performance evaluation. However the research on the construction of rural medical and health service network is relatively little. Consequently, it is of theoretical and practical significance to do a research on the construction of rural medical and health service network. This study, based on the analysis of the needs for health services in rural areas in Huai’an region, has conducted an in-depth study of China’s rural medical and health service network. In this study, comprehensive approaches such as literature and interviews are employed to expolre the situation of the construction of the rural medical and health service network.First, this thesis investigates the present situation of the rural medical and health service network construction in Huai’ an region, and describes the achievements of the current rural medical and health service network construction, including that medical and health service conditions have been greatly improved, the construction of rural health service personnel have made great progress. Second, it introduces the basic situation of Huai’ an rural medical and health service network construction in terms of the construction of the health workforce, health service agencies infrastructure construction, health services management; On this basis, it analyzes the existing problems of rural medical and health service network construction in Huai’an region, such as the not high overall level of personnel, the irrational structure, the lack of continuity of health services, the difficult operation of some of the rural health institutions, and poor treatment of rural doctors. What’s more, it explores the following reasons for these problems, including that the network construction positioning is not clear, the management system is not perfect, the cooperation mechanism is not sound and the allocation of health resources are unreasonable. Finally, this thesis attempts to put forward some recommendations and its required policy support as follows:the direction of the rural medical and health service network construction, the concept of the rural medical and health service network construction, the evaluation of health services, the allocation of health resources and the health care and service reform.
