Economic Analysis On China's Rural Medical And Health Service System

Ever since the beginning of reform and opening-up, China's rural economy has been developed greatly. However, the situation of medical and health services in rural areas should not be optimistic. The difficulty and high cost of getting medical treatment and poverty caused by illness in rural areas are becoming serious issues. Setting up a new type of rural cooperative medical service system and improving the medical and health condition in rural areas are of far-reaching significance in solveing the three issues concerning agriculture, countryside and farmers, better promoting the development of rural economy and raising the health leval of rural people as well as maintaining the social stability.In this paper, in view of theory of public goods and the practice of China's rural medical services , it is indicated that the government should serve as the main provider of medical and health services in rural areas, " The city and countryside minute governs" administration system should be the direct cause while the dual structure of the economic system the fundamental reason for the enormous health services gaps between urban and rural areas. Through the analysis of the causes, a new type of health services system should be set up in rural areas, policy recommendations are given concerning both fairness and efficiencyRural health services includes medical care and public health services in rural areas. Rural health services refers to the diagnosis and treatment of diseases provided by the government and its functional departments, non-profit organizations, collective and private clinics such as health clinics in towns and townships . Public health services in rural areas refers to disease prevention for a certain areas and public service such as health education, sanitation, medical insurance. This paper focuses on the study of rural medical and health service.The first part of the body elaborates on the concept, characteristics and classification of public goods and public goods in the rural areas, focused on analysis of characteristics and function of public goods in rural China at this stage.
