Investigation And Research Of Public Hospital Reform In Zhenjiang

The reform of public hospitals is the emphasis and difficulty of medical and health system reform, whether it is success is related to the development of China’s health services, and more related to the vital interests of masses of people. This paper decides to select a pilot city for investigation and analysis from the central "new medical reform program" and "public hospital reform pilot guidance". First, the author analyzes and summarizes the measures and paths of the17new health reform pilot cities. And according to the implementation of pilot urban public hospitals doing separate ownership from regulation and structural layout optimization, we choose Zhenjiang City as the study area, which is the unique national public hospital reform pilot cities in Jiangsu Province. Under the central "new medical reform program" and "public hospital reform pilot guidance" and it’s physical truth, the government of Zhenjiang planed and implemented the unique public hospital reform measures, which was established legal governance structure and built two major medical groups, named Jiangsu Rehabilitation Medical Group (compact) and Jiangsu JIANGBIN Medical Group (loose), and implemented the reform of the management system and operational mechanism, which is quite typical and innovative.The summary and evaluation of public hospital reform measures in Zhenjiang City is to provide some theoretical basis and empirical data and also provide some recommendation for the pilot work of public hospitals reform in Zhenjiang City.Methods:The author collected information about public hospital reform through literature research, Zhenjiang City Medical Reform Office internships, field depth interviews and survey methods.578questionnaires are collected. After recovery of the questionnaires, the author established MICROSOFT EXCEL database and used SPSS16.0to analysis data to evaluate the implementation public hospital reform of Zhenjiang City and the division work on two groups of Zhenjiang City.Results:The medical reform has begun for three years, public hospital medical resources and medical services provided was well and the surveyed medical staff and patients who evaluate Zhenjiang City public hospital reform and the evaluation with a positive effect, but they also pointed out some problems, especially the government inadequate investment. At the same time, the surveyed medical personnel in hospitals and community health service centers evaluated the implementation of the division work and a two-way referral system of the two medical groups and expressed well, but they also reflects that the two-way referral is not smooth.
