Much more successful experience of hearingand speech rehabilitation was draw from home and abroad at the same time. Discussed howto construct the lasting-effect mechanism of children’s hearing and speech rehabilitation inShaanxi province from four aspects.This research proposed countermeasures and suggestions to construct the lasting-effectmechanism of rehabilitation, based on the research of the present situation and problems.First, it is needed to form a complete system of hearing and speech rehabilitation, throughestablished of screening mechanism, referral mechanisms, intervention and rescuemechanism. Second, It is must to make clear the functions of different organizations, whichcould be improve and perfect the organization management, in order to promote theorganization construction of hearing and speech rehabilitation. Third, Standard personneltraining mechanism should be established. The talent echelon formation mechanism neededperfect and talent guarantee mechanism also need established, with which building ascientific reasonable talent team of hearing and speech rehabilitation. finally, It is needed to establish the performance evaluation mechanism of hearing and speech rehabilitation. Therelevant system could adjust timely based on it, which ensure the effect of rehabilitation andachieve maximum benefit.
