In the process of production of agriculture products, including planting and breeding,ensuring the safety of agricultural means of production is the first link of agricultural productssafety and is the source of security for the safety of agricultural products. The agriculturalmeans of production is called agricultural for short. Safety supervision on the circulation ofagricultural means of production market is one of the important tasks of the relevantgovernment departments. Agriculture department of each provinces and cities have specializedagencies for agricultural market supervision and enforcement. According to the demand oftechnology upgrading and management innovation for agricultural supervision department, thispaper designs and implements the agricultural material safety supervision system based onAndroid intelligent mobile terminal. The system will change the traditional mode of agriculturalsafety supervision and enhances supervision efficiency and reaction ability of the government.Based on software engineering theory, this paper systematically describes the systematicelaborates the design strategy and key technology of the agricultural material safety supervisionsystem based on Android system. Firstly, this paper focuses on the analysis of thecharacteristics of Android system and Web Service Technology, and builds the systemtechnical architecture based on technology selection. Secondly, on the basis of the analysis ofthe business needs of agricultural safety supervision, it designs the function of architecture anddatabase structure of the agricultural safety supervision system. Finally, by integrating anumber of key technologies, including android, Web Service, GPS, QR two dimensional barcode scanning, graph generation and so on, this paper completes the software development byusing Eclipse, Android SDK and SQLite database development environment.This paper develops a mobile enforcement system in line with the actual needs of thegovernment agricultural safety supervision. The main contribution of this system includes thefollowing two aspects: on the one hand, it provides a design scheme for reference to agriculturalsupervision law enforcement of all provinces and cities which want to use informationtechnology to improve the management level and efficiency. On the other hand, it provides afeasible technical solutions for the unit which will adopt the mobile enforcement system.
