On The Sustainable Development Of Tobacco Production In Yongding County Based On SWOT Analysis

Yongding County, known as the “hometown of tobacco”, is one of China’shigh-quality flue-cured tobacco production regions. Its tobacco has been set asrepresentative national Fen-flavor flue-cured tobacco and becomes an important rawmaterial of the preparation of high-grade cigarette. Tobacco is an important economic cropin Yongding County and all of the villagers’ sideline income is almost from the cultivationof tobacco, which is the main support of peasants’ life. But, for the present, thecomparative advantage of planting has decreased, as the land transfer is difficult, the laborresources are insufficient, tobacco farmers outflow increasingly year by year, farmers’organization degree is low and the ability to resist risks is poor. At the same time, with thechanges in the ecological environmen of tobacco productiont and the new requirement forsustainable development of tobacco industry, there are more internal and external factorsaffecting Yongding flue-cured tobacco production and sustainable development. Therefore,the present paper applies the method of SWOT to Yongding tobacco industry to make anobjective and correct analysis on the advantages, disadvantages, opportunities, challenges,and puts forward the goal of Yongding tobacco production sustainable developmentstrategy and the ideas of achieving the strategic target, which can serve as guidance anddecision references for the future sustainable development of Yongding tobacco productionreference.The paper adopts the technical route with theory and fieldwork combined to make anobjective and proper analysis on Yongding tobacco industry advantages, disadvantages,opportunities, threats, and make a detailed study of the current situation of internal andexternal factors, and major existing problems by means of the method of SWOT, takingpresent Yongding County tobacco development situation as the research content.Combined with the actual tobacco production in Yongding County, Construction of SWOTanalysis matrix, screening and selection of SO, ST, WO, WT strategy, and then extractedthe specific measures to ensure the realization of strategic targett proposes seven strategiesfor the sustainable development of the cured tobacco in Yongding County:1. scientific andrational layout planning;2. the protection and construction of basic tobacco field;3. As the main of tobacco rice rotation and the establishment of scientific farming system;4. to lay asolid foundation for tobacco production and improve the production conditions of tobaccoareas;5. the implementation of science and education to promote tobacco, and perfecttechnology innovation system;6. to complete the policy protection mechanisms, andstabilize the main tobacco production;7. the innovation of organizational mode of tobaccoproduction;8. the establishment and improvement of the disaster prevention system.
