Research On Current Situation And Development Of Flue-cured Tobacco Production In Zhengning County, Gansu Province

Production of flue-cured tobacco is a special economic industry and has the vital significance in promoting rural economy, increasing farmers'incomes and local revenue in some areas of our country. This article through the method which using the synthesis induction analysis, the system contrastive analysis, the canonical parse and the empirical analysis, the macroscopic analysis and the microscopic analysis unifies, three flue-cured tobacco production key villages and towns has been investigated.By interviewing people from related tobacco agencies and local government and farmer representatives in Zhengning County, Gansu province, Unifies author's working practice, in consult massive literature material and in consultancy expert's foundation,this study has made overall investigations on current and past situations of local tobacco development and systematic analysis on it's advantages and main constraints and proposed some strategies for it's sustainable development aiming at offering reference to decision-makings of tobacco production.Main conclusions:There is a long history of tobacco cultrue in Zhengning County and tobacco has won some shares in and out of Gansu province due to high security and low price. Tobacco corporation has established relatively normative systems of technology service as well as management and invested heavily in infrastructural construction. After a period of rapid development, tobacco production has become the pillar industry of the rural economic development and main source of increased farmers'incomes in local area and made quite significant contributions to the increased local revenue. However, because of some constraints such as natural conditions, social factors, management systems, etc., tobacco production in Zhengning County still faces a lot of difficulties and problems. On the basis of the extensively collected and reviewed secondary information and comprehensive analyses by interviewing all parts including related tobacco agencies,local government and farmers, We put forward the concrete countermeasures for the sustainable development of tobacco industry in Zhengning County, combined with our own practical experience.The concrete countermeasures as following, to increases the investment efforts, to improve infrastructure condition of the tobacco plants area; to establish the risk rescue mechanism and safeguard system of reducing the disaster;to rais the production technical level by the perfect science and technology services structure;to optimize region layout, realizes the formalization management and the industrial production gradually; to consummate the production investment mechanism,and reduces cost of plant tobacco by the multi-positions multi-channel efforts; to advance the specialized production and the socialized service advancement positively; to improve the level of raw material supply by Speeds up the base modular advancement; to improve the marketing competitiveness power by the standard management and the acquires the good faith consciousness...
