Research On The Influencing Factors Of Breeders’ Plant Variety Protection Application Behavior

The seed is the basis for the development of agricultural production. Using high-tech means, such as cross-breeding, the transferred gene technology and molecular biology techniques, to enhance the quality of seeds, to improve grain yields becomes the focus of the present. Plant Variety Protection (PVP) not only effectively incentives breeders’ enthusiasm, but also effectively protects our germplasm resources. China added the UPOV1978text in1999. At the end of2011, the number of PVP application reached9016, of which3,713cases were authorized, authorization accounted for41.18%. Enterprises and research breeders’enthusiasm has been a great encouragement. Proportion of PVP authorized crop in food crops (promotion area above100000mu) gradually increased. Foreign breeders are enthusiastic in PVP application in china. However, the analysis found that there are still some problems in PVP:a single structure of PVP application, mainly in rice, wheat, canola, corn and other field crops; PVP application differs in regions; a certain "disconnect" between variety protection and validation, more variety validation, PVP application among which underweight.Combing the literature review and the questionnaire, this article comes to some influencing factors of breeders’PVP application behavior, including the species’ characteristic (i.e. yield), difficulty degree of safeguarding variety rights and PVP policy, etc. Shortly thereafter, taking corn varieties as the research object, which applies the Variety Protection proportion of only24.00%, using the Logistic model for quantitative analysis of the expected influencing factors, the article draws some remarkable influencing factors. One is new variety characteristics. Breeders are more willing to select the high yield and short reproductive cycle variety to apply for PVP. The other is the PVP protection environment. With less varieties tort ratio, more local variety protection applications, lower application fee, breeders are more willing to apply for variety protection. In addition, breeders will be considering their own money, time and other costs as well as the variety application complexity, factors such as the importance of variety protection, to choose whether to transfer the PVP application right. Based on the research findings, the article put forward three proposals:Firstly, develop the school-enterprise cooperation to encourage research, let them carry out their duties and develop high-quality varieties jointly. Secondly, let the government be the main seed market supervision, while using the power of the public to create a good variety protection atmosphere. Last but not least, through the perfection of the system, carry out the implementation of variety protection and validation working hand-in-hand mode, accelerate Variety Protection.
