Study On The Partners Selection In Cooperative Implementation Of Plant Variety Rights

The implementation of Plant Variety Rights(PVRs) is of great strategic significanc for the promotion of agricultural production and rural incomes, and the security of food and agricultural products quality. Compared with the seed company, agricultural research institutes and agricultural universities are in a weak position in seed production and marketing chain, leading to the development and implementation rate of variety rights in China is low, both affecting the breeder's own benefit and restricting the competitiveness of China's agriculture. Research institutes and agricultural universities PVRs'holders implement variety rights in cooperation with seed industry is an effective way to reduce risk and cost of variety rights implementation and create maximum business value. The selection of high quality partners is the key.In this paper, based on relevant literature, experts interviewed and field research, by using descriptive statistical analysis, simulation analysis, factor analysis, hierarchical analysis methods, we studied the partner selection in the cooperation implementation of variety rights in terms of theoretical analysis, behavior description, index system design, evaluation model and its application. It includes:First, to recognize the theory of cooperated implementation of variety rights is the logical starting point of this study. According to transaction cost theory,Industry-University cooperation theory, asymmetric information theory, we define the meaning, characteristics, subject and object of variety rights'cooperated implementation, and from economic point of view, analyzed the importance of variety rights'cooperated implementation. Analysis showed that variety rights cooperative implementation is consensual behavior for holders and seed industry, with characteristics such as high risk, information asymmetry, co-author of and win-win situation. The cooperation can help to reduce transaction costs, achieve specialization and complementarity and mutual benefit.Second, the descriptive analysis of partner selection behavior in cooperative implementation of variety rights is the basis for partner selection and evaluation. Using survey data, respectively, from the perspective of research institutes, universities and seed industry, we make a descriptive analysis on the will, motives and partner selection behavior.The results show that variety rights holders and seed industry have a strong willingness to cooperate, with the aim of pursuing the best interests, the way to establish contact and the decision-making choice has become diversified, but lack of effective evaluation index system and scientific method for determining index weights in partner choice. Third, partner selection index system design is the key in plant variety rights cooperative implementation. Following the "theoretical analysis, expert advice; questionnaire survey, statistical analysis; convergence adjustments, and gradually perfect" target design ideas, we design index system of seed industry in variety rights cooperative implementation. First, on the basis of analyzing the seed industry selection factors, design 17 theoretical index system which include cooperating willingness, scale, technology absorption ability, site location and other specific targets; Secondly, according to the theoretical index system, investigate the degree of importance of each index when variety rights holders choose seed industry, then do factor analysis by using SPSS statistical software, five main factors were extracted and empirical indicators were obtained, 5 category 15 specific indicators including the level of cooperation, the basis of ability, management capability, reputation security and the protection of interests; integrated theoretical and empirical indicators, the final target system were obtained.Variety rights holders and the seed industry have different division in the role of variety rights implementation, their evaluation and selection criteria are also different. Thus, on the basis of analyzing factors of variety rights holders choosen, drawing on content and design ideas of evaluation index system of seed industry, building evaluation index system of variety rights holders, including the level of cooperation, R & D strength, variety rights object, reputation security and the protection of interests 5 category of 15 indicators.Forth, partner fuzzy comprehensive evaluation in PVRs cooperative implementation is the ultimate goal of this study. Use AHP to determine weights, the fuzzy comprehensive evaluation method to evaluate Shandong Xinqiu seed Co., Ltd, which has established partnership with variety rights holder-- Shandong Cotton Research Center, it confirms the partner selection evaluation system Effective and scientific.Finally, put forward some suggestions as broaden information channels to strengthen the subject and object information of variety rights collection and maintenance, improve the mechanism of variety rights cooperative implementation, optimize the cooperation contract to improve the partners signing rate and compliance rate, improve social environment of variety rights cooperative implementation to promote partnership reached. And further research of this paper was discussed.
