With the advancement of urbanization, vehicle ownership continues to grow and city road network increasingly complex., improve the probability of traffic accident. While a traffic accident happened, the related departments need complete the traffic emergency rescue in a shortest time. If the rescue is not timely, it may cause traffic jam, even secondary accidents, cause a huge losses. City traffic accident rescue process involves multiple personnel and material resources of several emergency departments, have difficulty in personnel coordination and resources allocation scheduling.For this reason, this article put forward a graphical and quantitative modeling method from the aspects of traffic emergency process modeling and analysis, reveal the influence of different resources in time cooperate relationship and the overall efficiency in the complex emergency process. Thus it put forward for the efficiency of the optimal emergency emergency resource allocation methods, the main contents are as follows:(1)Analyze and summarize the city traffic emergency process characteristics, this paper introduces emergency workflow modeling based on petri net theory, making comparisons of Petri nets, regular workflow-net, workflow-net with time constraints and workflow-net with resource constraints application in the process modeling(2).Put forward a resource dominated workflow-net modeling method based on the emergency resource constraint character, introduce this method from the model definition, model structure, implementation rules and properties verification,(3)Evaluate traffic emergency rescue process from two aspects of resources and time, establish the mathematical model between resources supply with emergency resource cost, and the resource supply with the emergency time, put forward a city traffic emergency resource allocation optimization model based on PSO.Put forward a resource dominated workflow-net based emergency process modeling method andemergency resouce allocation algorithm, based on the analysis of city traffic emergency features and common process modeling methods. The case result indicate that, the resource dominated workflow-net can reasonably present the actual emergency rescue process, also emergency resource allocation based on this model can control emergency rescue cost and improve the emergency efficiency.
