Traffic Emergency Management System is an integral part of city emergency management system, is a symbol of modern urban transportation emergency management system. This paper started from the design of traffic emergency response flow; analyze the necessary of establishing model to inspect the performance and bottle neck, which provided decision support for system requirements analysis and design.Traffic emergency Management system has its own characteristics, and must be targeted to choose modeling tools. This paper introduced a Petri net theory and starting from the basic Petri Nets, introduced the basic principles and its nature, and explained the description of the emergency command system processes based on Petri Nets. Then, analyzed the emergency response flow, and performed design and detailed description of the forecast warning, decision support, emergency response and post-processing disposal process. Established model for the above process and defined the place, transfer and token. Then, take the accident of road Collapse for example, detailing the process model based on Petri nets and operation status.Explained methods for the performance analysis, and take support decision-making model as an example, performed correlation matrix for the association, so as to certify the effectiveness of the model. Come up with method of the systems process performance, that is, construct the Markov chain, which has the same construction of stochastic Petri net, as a basis for evaluating the performance of the system. And use it as the basis of performance analysis for decision-making process. The results have been reasonable, and the method is proved feasibility.Finally, based on the design of emergency response procedures, put up with the future directions of the model optimize and simulation, which pointed out the direction for future research.
