Research On Drinking Water Source Of Cities In Qiantang River District

In recent years, city safety of drinking water problem of QianTang River Valley City is increasingly concerned. Taking Hangzhou as an example, local government expands the QianTang River drinking water comprehensive rectification, work in the first place, then starts Xianlin reservoir as a backup reservoir construction, and then takes the Xin’An River water as key project of construction of water conservancy during the "Twelfth Five Year Plan" in Hangzhou city. It is obvious that drinking water source safety situation becomes seriously in Hangzhou city. How to ensure drinking water safety, to ensure sustainable social and economic development and the people’s health of the basin, is a further research topic.Based on the relevant researches and the existing laws, regulations and management system from China and aboard, the author through carding those researches, studies historical changes of city drinking water of QianTang River from the perspective of long period, putting forward to found water resource management mechanism and drinking water sources of public security system from the whole basin to solve the safety of drinking water in the basin of the QianTang River.First of all, the author found that the basin city drinking water and water supply mode has experienced three major changes:a) took the river (stream, river water), well water and lake as the main drinking water of distributed water; b) took the river water of the main raw water as the centralized water supply; c) took the reservoir water, the Xin’An River, the FuChun River, and Qiantang River for the centralized water supply raw water. The three changes are closely related to the development of city economy, changes of residents’living space and lifestyle, and the increasingly serious water pollution. Secondly, the main problems the valley city of drinking water sources faces as follows:a) the problem of drinking water source using singly and backup water source; b) the problem of water resources allocation; c) the pollution of water environment; d) the ecological compensation mechanism of water; e) the sudden water crisis; f) the problem of watershed management system. Finally, the author will put forward measures to solve the problem of city safety of drinking water sources in the basin from four aspects as follows:a) learning the water basin management experience from America, England and European countries, starting from the whole basin, break administrative division management authority, improve the QianTang River basin water resources management system, establish the Water Resources Commission of QianTang river or adjust the existing administration functions, to establish a long-term management mechanism; b) construction of drinking water source of public security system of QianTang River and drinking water source of public security database, foster residents’sustainable public safety concept; c) further improve the law system of protection of drinking water sources in QianTang River basin, such as the standard system of drinking water source, monitoring system, the system of protected areas, emergency warning system, information disclosure system, the legal responsibility system and so on; d) some problems need solving urgently at present, including construction of backup water source of drinking water, drinking water fountain pollution control, industrial structure of QianTang River Basin planning and so.
