Both domestic and international terrorist forces influence and threat the civil aviation security of our country. Changes on both social and economic structures lead to more public emergencies that affect the civil aviation operations. With the evolutions of international politics and economy, the emergency prevention mechanism and emergency management system of civil aviation face new challenges.The theory of Scenes Constriction of Emergency is one of the most modern emergency management theories. It will be a guidance for issuing the emergency planning and practicing script as well. Based on the study of the scenes construction of major civil aviation accidents, the thesis gives detailed suggestions on how to optimizing the current emergency management system of civil aviation, how to enhancing the management ability of civil aviation authorities and civil aviation operators and how to increase the emergency management resources and investment on the relevant hardware.Under the new situation, the theory of scenes construction of emergency gives a brand new way of thinking and development for civil aviation authorities and civil aviation operators on how to deal with emergencies especially civil aviation accidents.
