After the evolution of more than two decades, the management of the project for publicworks in China has boasted the sense of modern management, but with quite a fewproblems and weakness, which, especially in the situation that our market economy hasbeen improved and perfected gradually, needs to be further innovated uninterruptedly,exploring the management mode of the construction for modern construction projectitem with Chinese characteristics so as to adapt to the demand of the development formarket economy. Public works have become increasingly important in the constructionand development of modern city with the continuous acceleration of the urbanizationprocess, and the domestic projects of public works at present have taken on the traits oflarge scale, urgent construction time limit and great investment. Because the projects ofpublic works concern the citizens’ lives and the image of city and it normally has hightarget, strict requirement, strong politics and more uncertain factors in the process oftheir constructions than other type project items, the discussions and researches onproject management of public works have been seen increasingly in the social mediasand strengthening the research on the issue of the operation and management for theprojects of public works will be very important.with the reinforce of supervision forpublic works projects, the system of project supervision in China has beenuninterruptedly deepened and therefore each current project of public works in Chinahas adopted the supervision system,taking a series of measures in the investmentcontrol and project quality and making a series of achievements in terms ofcontrolling strategy at the same time, however, the issues that progress rate is out ofcontrol are also frequently seen in the whole process of the supervision for publicworks,so the reasons for losing control and how to take effective managementmeasures to control the rate of progress in the whole process of the supervision forpublic works has posed a universal and critical issue in the management of public worksin China. This paper began with the analysis of the management actuality of project item ofpublic workers in China, discussing the enlightenment that counterpart management offoreign centuries brought about for China so as to help personnel of engineeringmanagement select the optimum approach to implement the control and management todetermine the most practical technique of progress management and its combination forvarious public works at different construction stages when they executed the control andmanagement of project progress with measurement of sundry techniques that areavailable. This paper firstly analyzed the influencing factors of progress of publicworks, and put forward the instruments and technologies that were aimed at thesefactors, and took the progress management of project Ba Tong Line under BeijingMetro as the example to carry out research to obtain the below three major conclusions:some basic management techniques enjoy universality; special techniques are suitablefor solving the specific issues of progress management; the public works should try toexert a variety of management techniques in an all-round way. This paper, aimed at theapplication of the many management techniques in the public works, launched thepreliminary study, but which failed to thoroughly analyze the deep-seated issues thatneed to be took into account when some technique of progress management is appliedto the public works.Therefore, the future research, on how the various progressmanagement techniques to be combined with application so as to improve themanagement level of public works, will be very significant.
