While the development of ships involves in the large-scale, high-speed and specialized way, the demand for ports has been changed, too. Because of the damage to the navigation in port area which illegal port construction brings, we should appraise the project safety in all ways before construction, aiming to decrease the occurrence rate of accident and improve the port service. This article conducted a careful research for the terminal and fairway. First, for the port research, a careful analysis for navigation environment of Lanshan port was conducted, including the nature environment, water traffic density, navigation aids and anchoring area. Secondly and the most important, this article made a detailed and careful research for the terminal and fairway' navigation safety, including the investigation and survey for the design water depth in front of terminal, length of berth, elevation of terminal's front, berthing water's width and turning waters, also the construction scale of fairway, controlling ship type, fairway water depth and effective width of fairway, then, this article made a analysis and verification for the terminal and fairway's navigation safety through simulation tests. Finally, the conclusion came out that, in particular situations, that is, when ship needs to take tide, the terminal and fairway of Lanshan port not only meet the navigation safety requirements, also meet the requirements of Code for Design of General Layout of Sea Ports. The research of this article further ensures the validity and practicality of the Code for Design of General Layout of Sea Ports. Putting forward some reasonable recommendations for port construction and new ideas on fairway norms, it would increase support for the port parties. Besides, affirmation of proposed project affecting the environment and suggestions on "Safer Navigation, Cleaner Ocean" are raised in the end.
