Risk Management Of Supply Contracts For SJZ Freight Railway Movement Construction Projects

Contract management as the hardest workload in the enterprise management, is also the most complicated, and often bring some risk to the enterprise. Therefore, strengthening the contract risk management becomes an important part of enterprise internal control system construction and improves the level of enterprise management, so as to prevent and reduce the risk of enterprise in the process of operation and management, and problems of the contract, have the effect of the legitimate rights and interests maintenance enterprise. Therefore, how to effectively contract risk prevention, perfect the contract risk management process control, improve the enterprise contract risk management consciousness obviously has become very important content in enterprise internal control system.In this paper, with the relocation project of SJZ railway freight system as the research object, firstly, the procurement contract risk related theories are reviewed. Secondly, the procurement contract management problems was analyzed base on this theory, and from the view of the organizational management and business process of material purchasing, the risk of the procurement contract management for identification. Thirdly, the procurement contract management, on the basis of risk identification, the procurement contract risk management evaluation model is established, and the introduction of Delphi method and AHP to evaluate the identified risk, finally concluded that preparation of contract and contract review two risk factors as important for examination and approval, should be considered.In addition, the ranking results of risk factors are obtained, and the relocation project of the actual situation of SJZ railway freight system from the perspective of the relocation project actual situation of SJZ railway freight system, put forward the perfect business process management, strengthening the internal control, strengthening the management of contract risk control and improve the system of contract management system such as the procurement contract risk management response. And the comparison analytic method was used to analyzed economic benefit, quality and time limit for a project benefits.Some summaries and future researcher are presented at the end of the paper.
