Research On Risk Evaluation And Management For Expressway Project Under Construction From Viewpoint Of Owners

To ensure the smooth implementation of expressway construction project inremote areas and investment benefit, this paper studied systematically the riskidentification, risk assessment and corresponding measures for Huai-TongExpressway project under-construction, from the viewpoint of the owner management,to provide a strong support for smooth implementation of the project.On the basis of literature reading extensively and combing, this paper hasall-around analyzed and summarized the research status at home and abroad on riskmanagement and theoretical method to risk assessment and identification at first, andthen defined the risk for projects under-construction through analyzing thecharacteristics of the expressway project under-construction, at last analyzed thedefinition, advantages and disadvantages, and application conditions of risk controland risk assessment methods. All the research results above constructed acomprehensive theoretical system for the follow-up based project.On the basis of summarizing the basic theory and methods of risk managementsystematically, this paper divided the risks into four types such as human risk, naturalrisk, economic risk and social risk, incorporated the actual situation of Huai-TongExpressway project from the owners’ demand. Then every type of risks wasspecifically subdivided for analysis and evaluation. The whole process was describedthrough studying a complete engineering example.At last, the risk assessment and management methods for Huai-Tong Expresswayproject were studied. The emphasis in the period of construction on risk control andcorresponding measures were determined based the priority of all risk weightscalculated with the AHP. It is shown that implementation effects are favorable.This paper improved the risk management system for meeting the demand ofHuai-Tong Expressway construction project, based on previous findings. The researchresults can provide the useful reference for other similar projects to improve theproject management level.
