Due to surging demand for energy, the philosophy of low carbon andenvironmental protection is deeply ingrained in modern people. As a kind of cleanand high efficient fuel, natural gas has been playing a significant role in our energysystem. With the increasing demand for natural gas, local enterprises can only supplynatural gas by increasing the large LNG tank trucks through road transport, becauselots of piped natural gas projects like West-East Gas Transmission Project cannotcover all parts of the country. Applying the large LNG tank trucks has become one ofthe most efficient key means to ensure energy supply and to promote the developmentof regional economy. However, this increases the risks as LNG tank trucks used on alarge scale in road transportation system, because natural gas is one kind ofinflammable and explosive dangerous materials. Therefore, gas enterprises of roadtransport have to apply risk identification, risk analysis and risk evaluation to furtherincrease scientific property and operability of the safety management on LNG tanktrucks. Based on the above methods, gas enterprises can work out managing strategymore securely to reduce operational risks of LNG tank trucks on road transportsystem, which can safeguard the people’s life and property safety. The starting pointof this dissertation is based on risk identification of LNG tank trucks on road transportsystem, and further develops scientific and practical safety measure to achieve safeproduction.In order to determine the research approach and methods of this study, firstly,the author used the method of literature reading, and did some research on thecharacteristic of LNG and tool of risk management. Secondly, the author did someinvestigation on the H gas transportation company by using the method of interviewand analysis, and analyzed the problems existing in the safety management system.Thirdly, the author built LNG tank car transport accidents tree by mean of the result ofthe research of the H gas transportation company and data collection of LNG tankeraccident survey, and also it concluded the top five basic factors of transportation riskcoefficient. At last, the author analyzed the reasons for the above five basic factors,representation and results, and put forward some safety management measures fromthe aspects such as internal control, technology, management mode.The study hopes to provide safety management measures on aspects of modern and human-based management to promote safety management level for dangerousmaterial transportation enterprises.
