Lanshan in Rizhao Port is located in the north shore of the Yellow Sea Bay State. It located in Foshou Bay of Rizhao City. There are Shijiu Port and Lanshan Port in Rizhao Port. According to "Rizhao Port Master Plan", Lanshan is expanded into Lanshan Port. And it is divided into three parts, including the South (Old Port), Central and Northern area. Finished pier project is the focus of supporting project of Shandong Steel Rizhao Steel boutique base. Wharf construction project is bound to cause some impact on the navigable waters of the environment. It will change the navigable waters of the port condition. To insure the safe operation of the ship, the safe navigation of ships and the smooth flow of maritime waters, we should demonstrate the environmental safety of navigation. The argument based on "People’s Republic of China Maritime Safety Administration and underwater activities affect navigation safety demonstration and navigation safety assessment management approach". Its purpose is to avoid deterioration of environmental engineering navigable waters, protect the safety of the ship and prevent water pollution.In this paper we use Fault Tree Analysis for wading risk evaluation activities navigable waters and point out the problems and security measures. The main contents include analysis of the navigation environment, the impact of the proposed project on navigation safety analysis, impacts of the proposed project on navigation safety analysis; navigable waters of the proposed project risk assessment, problems and security measures, argumentation conclusion.Various elements of Rizhao steel competitive products base supporting finished dock projects and related waters in line with the relevant regulatory requirements, meanwhile, the project has reasonable location and the dock designing scheme basically reasonably practicable after optimization. Although construction of the proposed wharf will bring some influence to close-by navigable waters environment, after adjusting the primary design, for instance, increasing the number of ship navigation and berthing restrictions, then taking specific mitigation measures. Basically, construction of the project is able to meet the safety requirements of navigation.This study will allow the proposed project’s construction and the safety of navigation of the project surrounding waters management scientific, systematic, standardized. In order to guarantee the navigable waters has a good environment and navigation order and prevent the navigable waters environment deteriorated caused by project construction or induce water traffic accident which consequently result in project surrounding waters cleaner and ships sailing safer.
