The Study Of Social Organizations’ Participation In Xiangjiang River Basin Management

Abstract:Xiangjiang river basin is the aorta of the development of the economy of Hunan province. In recent years, the management of Xiangjiang river basin has already obtained the attention of various social aspects. The governors of Hunan even claims that they would make Xiangjiang river "The Rhine river of China". The participation of social organizations in the process of Xiangjiang river basin management not only can make up for the lack of government involvement, also can better supervise the government and makes it follow the management system. At present, the activities of social organizations of Hunan province in xiangjiang river basin management shows the defect of blindness, and their behavior has not reached the governance level yet. But their participation in Xiangjiang river basin management is indispensable and they will play an important role in the future.Basing on the governance theory and the theory of common pool resources, this paper concluded that it is necessary for social organizations to participate in Xiangjiang river basin management. Under the pattern of diverse governance, social organizations can fill the blind spots of enterprises and government in the management of Xiangjiang river basin and can improve the efficiency of governance. The success stories of river management such as Rhine River Management in Europe shows that social organizations should play an important role as participants, or coordinators in the river basin governance. It should also straighten out the relationship with the government, enterprise, public, etc. Of course, the participation of social organizations should not be aimless. They should adhere to the principles of independence, initiative, continuity, variety. They should also operate positively in the cultivation civic spirit. Considering the status quo of social organizations’ participation in Xiangjiang river basin management, this paper also puts forward some suggestions on the way of participation. By the establishing of systems and the corresponding security mechanism, the paper aims to help social organizations to enter the Xiangjiang river basin governance system and play its role as the subject.
