A Study On Navigation Aid System Reform Under New Public Management

As the pioneer for the reform of the maritime system, the reform of Chinese navigation mark management system has achieved many effects after several reforms. However, with the development of economic society and the increasingly enhancing demands for public services, many new problems that restrict the further development of navigation support industry are also gradually exposed. Before China proposes further administration system reforms and strategic implementation of constructing a marine power, the status of maritime management becomes extremely significant. While the public management theories and practical experience are covering the whole world, it is undoubtedly of great theoretical and practical significance for relieving the new contradictions in the Chinese navigation mark management system and promoting the great development of the navigation support industry to review the development process of Chinese navigation mark management system, view the existing problems and challenges from the angle of the public management theories, define the new opportunities to promote the reform of Chinese navigation mark management system and explore the countermeasures for the reform of Chinese navigation mark management system. Based on the above reasons, this paper starts from the current situation of Chinese navigation mark management system to find out its problems and further analyze the fundamental reasons for the problems. Besides, it also refers to the advanced experience in international navigation mark management systems and applies relevant theories and methods on management, public administration and the transformation of government functions so as to targetedly put forward the countermeasures and suggestions on the reform of navigation mark management system that are suitable for the current Chinese national conditions and the development needs of socialist marketing economy.
