Shandong Urban Rail Project Cost Study

Urban rail transit（referred to as the "Rail"）is including the subway, light rail andother forms of rail transport.Facing the present situation of traffic congestion constantly,urban rail has the unparalleled advantage. At present, Qingdao has started constructionof Metro Line2and line3, Ji’nan also accelerated the pace of the construction ofsubway in our province..In recent years, urban rail project construction cost has increased from the original300million~600million yuan per kilometer to500million~700million yuan perkilometer. In the face of such large financial investment, the importance of costmanagement in urban rail project management is getting more and more important.City rail project cost quota is an important basis for the valuation of urban railproject. No cost quota, it is impossible to calculate construction cost. At present, urbanrail project valuation can only refer to other professional expenses quota. Cost of projectcan not be determined accurately and reasonable. In the face of the high tide of urbanrail construction of our province, only accelerating the development of urban rail projectcost quota is the way to adapt to the needs ofmy provincial rail project construction costmanagement.This paper relies Qingdao subway construction, in accordance with relevantrequirements of urban rail project valuation, combined with the actual conditions of ourprovince for construction project valuation,from three aspects of the cost of project, costaccounting procedures,and cost rate, which focuses on the measurement and analysis ofcost rate,and the research on the Shandong City rail project cost quota.This paper firstly introduces the urban rail project and its main constructionprocess.And this article also studied the urban rail engineering cost management athome and abroad; secondly, two kinds of pricing models from the fixed pricing andinventory costs are on project and the cost of computing program is studied; Finally,from the three major professional civil engineering, rail, installation, points on nine unitengineering cost rate are studied, including the preparation of measuring scheme,choosing representative projects, organizing the project cost calculation, analysising ofmeasured data, and ultimately determining the expenses used rate.
