By using of advanced cost control idea, methods and research tools, aiming at the problems existing in the EPC project cost management, a series of detailed analysis to be used to find a complete and effective solution. This article through the work breakdown structure, organizational structure, the establishment and construction of system of responsibility cost management, using the cost control methods, such as quota design, value engineering, earned value method, has been implemented in the project bidding stage, the detailed design stage, purchasing stage and implementation stage cost control of reset, to predict the project reach the effect of cost control to reduce the cost of enterprise, enhance the competitiveness of enterprises.The cost management theory will be applied to the cement EPC project for the first time, the research's results will provide references on China's EPC project management and play a promoting role in the reform of project management system in our country. At the same time, in various stages, especially in the design stage, the enterprises'carrying out effective control of project cost and consulting industry's gradually carrying out project cost management has certain theoretical and practical significance.
