With the rapid development of society and economy, the global shortage situation ofwater is increasingly severe. Evaluating the sustainable utilization of regional waterresources can promote the sustainable utilization of regional water resources, and provideprotection for the coordinated development of regional social economy, water resources andecological environment. This paper taking the coastal city Qingdao of Shandong province asthe object, Qingdao located in the south of Shandong Peninsula is one of the planned city inNorth China and the important coastal city. Qingdao includes five county-level cities andseven cities, and the total area is10654km2. Qingdao belongs to water-lack city and thedistribution of regional water resources is uneven. And the precipitation interannualvariability and plentiful-scanty continuity. The percapita water resources is only295m3andthe per acre water resources is306m3, which accounts for only12%and15%of the nationalaverage respectively. Qingdao is one of the city of lacking water resources seriously inNorth China. In recent years, with the speeding up of the process of the city, the demand forwater resources is increasing, and the contradiction between society and environment is sever.The development potential of local water resources is limited, and reaches basically thethreshold which the water can be mined, water resources development is becoming more andmore difficult. Due to the absence of government supervision and management, the status ofwater resources management system is still not very perfect. In order to effectively supportthe sustainable development of Qingdao’s economic, in this paper, the sustainable use of waterresources in Qingdao are studied. Specific research contents and results are as follows:(1) Introducing the framework of DPSIR (namely:" driving force-pressure-state-Impact-response ") model and its application assessment in the sustainable utilization ofwater resources. Improved entropy method was applied to the selected indicators data with thedegree of quantitative, in turn, determine the index weight. Build the evaluation index systemof sustainable utilization of water resources. Using the comprehensive index method toevaluate the condition of sustainable utilization of water resources in the studied area.(2) Basic condition of the study area, including geography, hydrology and meteorology,economics, precipitation, water resources and the characteristics of water resources. Focus on the local water resources development and utilization status and the status of the waterquality, and lay the base for the choice of the indicators, also provides the basis for waterresources sustainable utilization evaluation index system.(3) Application of DPSIR the concept model of the sustainable utilization of waterresources in Qingdao city are analyzed qualitatively based on D-P-S-I-R framework.Discusses the existing in the utilization of water resources in the area of the problem from fiveaspects of driving force, pressure, state, impact and response.This paper chooses24representative evaluation indexes, establishing the evaluation index system of sustainableutilization of water resources.(4) Analysing and evaluating water resources sustainable utilization in recent years ofQingdao city, with the related data of Qingdao from2005to2010. According to the results ofQingdao water resource sustainable utilization trends as follows: the use of the highest level isin2010, the lowest in2008, water resources sustainable utilization index is not high, between0.1and0.3. In the two kinds of development state of weak sustainable use and sustainableutilization. The interaction results of driving forces、pressure、state、impact and responsemakes the the system of water resources in Qingdao city be in the fluctuation of the trend ofsustainable development. After2008, the level of sustainable utilization of water resources isin an upward trend. Which shows that, in recent years, the works on the sustainable use ofwater resources construction has a certain result. This also means that the sustainable use ofwater resources in Qingdao is generally moving in a positive direction. Finally, According tothe evaluation results, the corresponding strategy about water resources sustainable utilizationof Qingdao city is given.
