| In recent years, with the improvement of the level of national life, the costs of basic network construction have fallen dramatically as well as the rapid development of information construction. Since the restructuring of telecommunications in2008, the competition in the telecommunications industry has become fierce day by day. At the request of the full business operations strategy, the Group’s customers become the focus of operators because of its total consumption, the number of bundled users and the number of products which are individual user cannot match.Group client project, commonly meeting the demands of customers, is small in scope, short in construction period, variable in demands, urgent in project implementation and needs long-term maintenance, though diversified in business requirements. The implementation of group client project usually involves many departments, thus it is necessary to manage it in an effective manner. By scientific management, not only can we ensure the quality and schedule of the project, but also reduce the project cost for the operator. Thereby can we enhance the operator’s competitiveness in compete for customers.Taking the example of Hotan government office building information construction, which applies the knowledge of project management and implementation, the present paper introduces the project scope, management process, organizational design, time and quality management as well as cost control of Hotan government office building in detail. Adhering the philosophy of "taking performance assessment only as a method, and taking project expectation as a purpose", the over tight or over loose management are not allowed. We should succeed in the project by performance assessment, work and supervisor, regular meeting, standard project file and project procedures. The present author also gives some suggestions on the group client project through the example of Hotan government office building information construction. |
