With the increasing management information system (DMIS) can not meet thecurrent needs of dispatching work. Sanming is the industrial city, to ensure the safe andstable supply of electricity, is ofimprove the integration and automation of powercontrol operation in Sanming area, and improve the development of new OMS.This paper first management and State Grid based on the unified scheduling,classification management principles, analyze the necessity of the construction ofSanming power network dispatch management information flow, improve themanagement level, to meet the current grid development needs. The grid schedulingmechanism, major functions and management of dispatching departments, analyzing themeaning construction of a unified power grid equipment parameter database, based onthe current characteristics of information flow, improve the management level, to meetthe current grid development needs, plays information flow, improve the managementlevel, to meet the current grid development needs system.Secondly, according to the description, presents the prototype method to developOMS system, and the relevant technology of the system development briefly introduced,such as the computer to send text messages, SCADA and MIS data sharing system. Dueto the strong function of ORACLE data, this paper uses the ORACLE OMS databasedevelopment. Describes the basic operation of the ORACLE database, such as importand everywhere, transfer database operation, analysis of security properties of ORACLEdatabase.Finally, according to the functional design of OMS system, the Windows NToperating system and WEB development platform, using FRAMEWORK and MS.IIS7.5support software, developed by OMS system, the dispatching department test, thesystem optimal dispatch management information flow, improve the management level,to meet the current grid development needs, can be extended the use of.
