| Dalian Bay Bridge sea-crossing traffic project which is a road corridors acrossing the waters of Dalian Bay is located in Dalian Bay, whose main function is to communicate on both sides of the old and new city of Dalian, and link the highway in northern and expressway in southern, so that the original " arched " type pattern becomes approximate thru traffic pattern from development zone to city zone. Duo to this project, the existing trafiic conditions will improve greatly and the local economy will also in the promotion. However, the project is started at the east of Dagang District, through a specific type of bridge and tunnel construction combined sequentially across the Dagang channel, Ganjingzi fairway and Dalian Bay anchorage and other navigable waterways which areas have a denser vessel flow. Then the project ended at the Xihaitun of development zone, which is bound to be some impact on marine navigation.The Paper is based on the best of maritime practice. First, to argument whether or not the construction and related waters adjustments are reasonable, standard ship’s demonsion is normative, project’s design elements meet specifications. Secondly, to justify whether or not the project is adapt to environmental conditions and nearby navigable waters are safe. Finally, to proof whether or not the project meets the long-term development and ship traffic increasing demands.Maritime monitoring facilities are the most important guarantee to ensure maritime economic activities within the region. From the scale of construction of Dalian Bay fairway, anchorage adjustment and road corridors, the construction and development of the maritime sector in Dalian will be have a greater impact on institutional setup, staffing, supervision facilities configuration, management, and other aspects of the business. In order to matche maritime system’s layout with the port overall planning facilities, the related maritime monitoring facilities should be increased accordingly. Paper identifies the basic regulatory principle for marine supporting facilities, meanwhile, which also discussed the related projects’ embodiments, plans and costs. |
