In order to meet the growing dema nd of power a nd thedevelop me nt o f s mart gr id, power compa nies are investing b illio ns o f do llars inconstructio n o f power gr id. And substation project occupies a cons iderableproportion o f the huge power project investment. There fore, the mana ge me nt le ve lof s ubstation project p la nning a nd des ign natura lly becomes o ne o f the key factorswhic h decide the core competitiveness o f power co mpan ies.The top ic this artic le se lected root in the key scie ntific research projects ofSGCC (State Grid Corporation o f China), whic h na med "The Research on The NewTechno logy about Who le Life Cyc le Des ign of S ubstation Project ". The method ofthis research focuses on long-ter m economic bene fits of equip me nt or syste m,cons idering its who le process inc lud ing p lanning, design, manufacture, purc hase,insta llatio n, operatio n, ma intena nce, mod ificatio n, renewa l a nd the scrap, whic hwould satis fy the re liab ility a nd other req uire me nts o f the sys te m and optimize thesubstation project cost and impro ve the resource utilizatio n o f powe r enterpr ises atthe sa me time.First of a ll, according to the character istics o f the substatio n project as well asthe LCC ma na ge ment theory, the artic le d issected the composition o f the substatio nproject, and severa l key factors whic h would affect the LCC of substatio n project hasbeen carr ied on the detailed ana lys is.Next, the paper stud ied the ge nera l estimatio n methods for project LCC,ana lyzed the app licab ility of var io us estimation methods in d ifferent stages of thewho le life cyc le, and put for ward severa l correctio n processing.The n, the artic le deve loped estima tion mode l fro m the perspective o f the flowof power, whic h inc ludes the ma in body as well as high-med ium-low vo lta ge sideoutlet o f the substatio n. The estima tion mode l pro vides qua ntitative data support forpla nning and eva luation of the project. Comb ined with the typ ica l design data andecono mic a nd technica l parameters o f constr uctio n operatio n for tra ns for mer andcirc uit, the paper ver ified the correctness and practicability of the proposed mode lthro ugh ana lyzing a project insta nce.
