The urban transportation is the “blood” of cities, which delivers passenger flow,cargo flow and information flow continously between different functional districts.Theurban road networks forms the structure of cities, which is the carrier of urban socialeconomical activities and transportation of passengers and cargo. In recent years, trafficcongestion becomes the most important problem in city. Although the governmentshave invested large amounts of funds in the construction and reconstruction of roadnetwork. But the problems that "the traffic getting worse and low efficiency of the roadnetwork” not only stayed the same, but also aggravate. The confusion of funtions ofroads and the irrationality of classification of network are the main causes of thesephenomenons.Through the study on the road performance, determine the standards of planning,design, construction and management, to improve the traffic capacity and operationquality of road network traffic, eventually the system functional.Through analysis of different classification systems of urban roads in differentcities abroad and at home, according to Weinan’s traffic mode characteristic, this paperput forward a new one applied in Weinan, which divides urban roads into differentclasses and also defines their corresponding planning, design, and construction andmanagement standards. The author hope the implementation of this kind of urban roadsclassification system can boost road capacity and improve urban road networkoperationg qualyity.
