The Modeling And Application Of Electronic Customs System On Modern Shipbuilding Mode

When the beginning of the second decade of the21stcentury, the global economy isdeeply experiencing a financial crisis. In response to the crisis, market assumes a new sceneof marketing all over the world, product design personalization, delivering the goods fast andmanagement of zero storage. China’s trade processing enterprises ordering cycle of rawmaterials and product delivery cycle continuous compression., The response speed of nomatter domestic or international markets and customers put forward higher request forprocessing trade enterprises. And processing trade enterprises also continuously improve itsmanagement,especially cost management. The old paper management model in the customssupervision and control becomes a limit to the speed of enterprises import and exportgoods,so that it affects the actual production and development need. More important is, due toChina’s export is rapidly growing in recent years, processing trade adds several westerndeveloped countries’ trade deficit to our country. Huge trade deficit with China has also maderelevant trading countries to our country related trade policy dissatisfaction and criticism. Thetrade friction and even trade barriers generated by it has caused huge losses to related tradingcountries. In order to face the challenge, China’s enterprises can no longer rely on resourcesand prices advantage competition pattern of processing trade, and they should study andfumble with independent innovation advantage competition mode of processing trade.This thesis is based on the materials and logistics management module of SEM(Shipbuilding Enterprise Management System) which belongs to shipbuilding company. Itmakes deep research and application in order to apply the electronic customs model inshipbuilding enterprise. For the convenience of enterprise management and customsformalities, on the background of current situation of informatization in domestic andoverseas shipbuilding enterprise, by the use of modern informationization technology and advanced management philosophy, it contrasts the characteristic of traditional customssupervision and customs supervision online. It deeply researches the business process of theelectronic customs system on modern shipbuilder mode and realizes the system properly.Firstly, this thesis makes deeply research and investigation of the current situation ofshipbuilding company’s imports and exports management of material and application statusof the current system. It analyses the inconvenience of customs clearance by paper andinsufficiency of the system function from several aspects of such as the philosophy ofcustoms supervision, the management mode of shipbuilding enterprise, process and capacityof management in production field. Secondly, it provides the solution of the projectimplementation by the theory of shipbuilding logistics. The project implementation createsthe electronic book measured in shipbuilding company units. Shipbuilding company carrieson customs clearance and receipt according to the electronic book. It realizes the compactbinding between the inner business system of customs and inner computer managementsystem of enterprise by means of the China Electronic Port Data Center. The customs realizesthe supervision online and management online of the real situation of logistics of the action ofshipbuilding company’s outward processing trade.According to the design principle of the similarity among different customs clearanceprocess, the dissimilarity among the storage management and the relevance of issuemanagement, this thesis optimizes the old work process of logistics, and designs the databaseand program by means of the relative principle of database. Finally, it adds the supervisionfunction of the electronic customs online into the SEM system. It realizes the compactbinding between the SEM system and the electronic customs system.
