Used construction machinery appraisal system in our country is still in the primary stage,there is not a set of scientific, unified, perfect appraisal method and appraisal theory. In thispaper, on the basis of careful analysis of the asset appraisal theory, using the replacement costmethod to research used construction machinery appraisal and evaluation to improve theassessment of the content and methods of computation. This article is based on the theory ofdepreciation of assets into a new rate to determine the age and usage time of the usedconstruction machinery, considering variety of factors that affect the value of usedconstruction machinery to determine the current state of the construction machinery into anew rate. Considering the anisotropic structure of construction machinery and similarity,selects the typical study and use and maintenance of large amount of single bucket hydraulicexcavator as representatives of the assessment methods. Using MATLAB software andAnalytic Hierarchy Process analysis to determine the second-hand excavator into a new rateeach factor, the comprehensive parameter adjustment factor in the share of consolidatedadjustment factor weights, adjusted by a factor used excavator into a new rate, determine theprice of second-hand excavator appraisal and evaluation. Proven by the operability andusefulness of the assessment methods. In order to make the assessment staff assessment ofsecond-hand excavator faster and more accurate, with excavator second-hand assessmentmodel as the foundation, development of second-hand excavator assisted assessment systemusing Delphi applications.
