Beijing Urban Fringe Area Planning Implementatoin Study

As Beijing’s overall social and economic developments proceeds, as wellas the impacts of gradual urbanization process, urban sprawl and increase ofmigrant workers, the rural area located at the urban fringe has experienceddramatic changes in social development, urban scape and economic structure.Many factors coming together caused the severe urban-rural dilemma ofBeijing’s urban fringe area. The stress of population, resource andenvironment increases, and the renovation demands for social security andcomprehensive management has become more and more urgent. However,even though the planning implementation of Beijing’s urban fringe area,especially first green belt zone has taken place for almost twenty years, due tothe perspective and system’s constraint, the implementation outcome was notquite satisfying. Up till now, there hasn’t been a best solution found in orderto solve the overall problems of the area. Therefore, facing a transition era forurbanization and economic transition, Beijing is very much in need of aresearch about the implementation study of urban fringe area. Besides it’s asubject with great challenge.This paper goes back to the evolution of urban fringe area, by evaluatingthe implementation status; it then analyzes the old implementation mode,pointing out that it is because of the over-relying on the planning adjustmentbut neglecting other procedures that causes the poor outcome.Based on the analysis of the current problems of urban fringe area, thispaper points out that the renovation of urban fringe faces multiple difficultiessuch as demolition cost raises, rural population’s benefit partially lost,employment arrangement faces difficulties and negotiating mutual benefits aswell. And the key to solve all these problems lies on three aspects: financial supply in renovation money, rural population’s benefit guarantee and localindustry’s upgrade.The paper holds the opinion that:(1) the planning implementation ofurban fringe areas is a complicated system engineering, which includes target,policy, planning, strategy and implementation five constituents;(2)in order tosolve urban fringe area’s issues in the urbanization process, the district needsa more specific stage goal; use right circulation and approval system of landowned by the village group need try outs in policy innovation; plan makingneeds more flexibility and prospective, related strategies needs to be made andimplemented. Last but not the least, the supervision and implementation needsby multiple departments to be strengthened while implementing.The paper makes a statement combing the pilot plan of DaxingXihongmen Urban Fringe area renovation: in order to tackle theimplementation difficulties of Beijing’s urban fringe area, we must trymultiple ways and manage comprehensively. Only by realizing the five stepsmentioned before, we could solve the dilemma of the planning implementationof Beijing’s urban fringe area.
