| With the social and economic development, more and more people choose to travel by plane. The civil aviation transportation becomes an increasingly popular mode of transportation. Although the civil aviation transportation is one of the world’s most secure transportation, but the eternal theme of the development of the civil aviation still is the issue of aviation safety. Aviation safety management system has also been developed from the initial mechanical period to the current system security management period. In the system security management period, the most significant feature is the introduction of safety management system (SMS). This "toolbox" engaged the safety management advances from open-loop to closed-loop, from the individual to the organization, from local to major changes. As a medium-sized airline, Shandong Airlines passed the Bureau of the SMS certification in May2010, and became the country’s second certification via SMS airlines following Xiamen Airlines. Shandong Airlines initially established the SMS in line with the truth of the company. But because of our aviation enterprises SMS still in its infancy, the research on this area is still limited and not much experience can learn from. Shandong Airlines SMS encountered a series of problems in the process of implementation. This article finds out the problems and analyzes them and presents the improving suggestion of Shandong Airlines SMS. The purpose is to improve Shandong Airlines safety management level and conduct the company to better and faster development, and to provide a reference for other airlines. This article also provides a strong guarantee for the safe operation of the industry, and reduces the accident rate, and then improves the safety management level of the industry as a whole.This article uses literature method, theoretical research method, survey method, empirical analysis method, comparative study method and so on.This article introduces Shandong Airlines and its SMS status of implementation based on the introduction of safety management theory. Shandong Airlines SMS includes four parts:policy, risk management, safety assurance and safety promotion. The writer introduces the status of implementation of each part and analyses the existing problems in the implementation process. These problems include:employee participation is not high, and the concept of SMS does not deeply rooted in people’s minds; Manual regulations may not be implemented; risk management and control is not in place; the quantity and quality of security information needs to be improved; security information analysis does not fully take advantage of; security monitoring is not in place; the effect of employee safety education and training is not ideal. Finally, this article learns from the advanced airlines SMS implementation experience, and identifies the corresponding improvement measures. These measures include:to establish safety culture assessment system, and format an atmosphere of full participation in the safety culture; to impose serious sanctions on the illegal behavior, and highlight the mandatory standards; to establish model of risk management, and increase investment in safety, and improve the capability of risk management and control; to establish a standard, clear and smooth safety information collection channels; to establish security information management platform, and take full advantage of safety information; to develop an effective system monitor methods and platforms and improve the ability of security monitoring; hierarchical targeted education and training to improve the effectiveness of training.According to the analysis of the paper, this article draws the following conclusions:Shandong Airlines must changes its thinking, reforms management ideas, pays close attention to the research methods and implement measures to improve the status of implementation of the Shandong Airlines SMS. |
