In recent years, with the rapid development of tunnel engineering,the engineeringaccident is frequent, as a result, people also pay more and more attention to the risks of tunnelengineering. Engineering accidents not only threat the people’s life and property security, butalso relate to the success or failure of the project. Therefore, we should understand theproject’s potential risks at the early stage and evaluate the possible impact of risks, forpreparation to take corresponding measures to reduce risk. Paper introduces the theory of riskmanagement to the tunnel constructions, based on the entropy theory to evaluate the risk oftunnel construction, to better realize the risks in the project, provide the theoretical basis forbuilders to reduce risk.According to the theory of engineering project risk management and combined with thecharacteristics of railway tunnel construction project, paper studied the risk management inrailway tunnel construction, the research mainly has the following several aspects:Firstly, considering the complex environment, the more process, complex risk factorsand huge investment on railway tunnel construction in loess area, paper adapt the method ofWBS-checklist to identify the major risk factors, such as the risk of engineering geology,support and lining risk,the excavation risk, risk of construction management, risk ofmonitoring measurement.Secondly, based on entropy theory to establish the model of risk evaluation, evaluationobjects are five risk factors in railway tunnel construction, five indicators has been carried onthe quantitative processing according to the previous construction experience, using expertscoring method get the score of each index to affect risk of total project. According to <riskassessment and management on railway tunnel>, the risk level is divided into four grades.:low, moderate, highly and very high.Thirdly, in the risk assessment phase, according to the entropy theory method tocorresponding process every risk indicators, firstly, get the risk value of various risk indicators,and finally, the sum of the risk value of every risk indicators is all risk on the railway tunnelconstruction, then according to the level of risk to take corresponding measures to reduce therisk, reduce the loss. Fourthly, the paper takes Chang shoushan tunnel construction for empirical researchproject, verified the research results has operability and practicability. According to theprocess of risk management and the model of risk assessment, identify, assess and responsethe risk of Chang shoushan tunnel construction, determining the overall risk level is themoderate risk, belong to the acceptable limits of risk, then take the corresponding measures tominimize losses from the risks occur.
