Congestion brings harm to everyone, such as the huge economic loss, not rawenergy waste, pollution and noise pollution and damage to the mental body. Now,therefore, to alleviate traffic congestion is imminent. At present, ease traffic congestionmainly two kinds of methods, one is to improve the transport infrastructure,2it isthrough the traffic demand management to improve the traffic. Because of limited spaceand resources to build roads, using more way to ease the congestion is the latter. Thispaper under the precondition of limiting road traffic does not exceed the capacity,through improving the impedance function, using the equilibrium, get best traffic route,and ultimately achieve the goal of easing congestion.The paper focuses on analysis and researches the following questions:1、put forward the combination of qualitative and quantitative methods, determinewhether the network is in a state of congestion. Understand the dangers of trafficnetwork, deeply aware of the necessity of ease traffic congestion.2、the use of density, velocity and flow rate, the relationship between BPR functionimprovement, introduction of punishment function, get the calculation formula for theimpedance of the traffic jam. When the road saturation is lower than1, in the range ofroad users to bear, impedance values along with the increase with the increase of theroad traffic; when the saturation is higher than1,road congestion, serious beyondpeople bear ability, impedance values increase to a larger value.3、part of road of Qingdao road network is chosen as a local area network (LAN),respectively to improve the impedance function and the improved impedance functionbefore use in the equilibrium model, the road traffic were analyzed, found that theimproved road network congestion is improved obviously.Limit road traffic flow which is put forward and improvement of the impedancefunction, road network provides a new direction for future research, to alleviate roadcongestion has a certain theoretical basis and practical guiding significance.
